Meet the Officers

President -  Hal Johnson, AICP CTP, PTP
Hal is the Manager of Systems Planning and Project Development with the Utah Transit Authority. He has over 20 years of project management experience in both project development and direct management of procurements and construction. Hal has directly managed over $50M in total project value. He recently completed his term as President of the ITE Utah Chapter. Hal holds Masters degrees in Urban and Regional Planning as well as Geography from the State University of New York at Albany and a Bachelor of Science in Urban Planning from the University of Utah.

Vice-President - Kondala Rao Mantri, PE
​Kondala  is a Senior Transportation Engineer with Atkins in their Las Vegas office. Kondala has over 15 years of experience in variety of disciplines including traffic studies, arterial and highway design and modeling, track alignment and trackwork design, storm drains, channels and other utility design and most recently Airport Design.

​Originally from south India, Kondala moved to Las Vegas in 2002 to attend UNLV where he received a Master’s Degree in Civil Engineering with emphasis on transportation. 
​
Kondala’s involvement with ITE began at UNLV as a member of the student chapter where he also served as the president. After graduating he continued his involvement in ITE being a part of the organizing committee for Annual Fall Transportation Conference held in Fall of every year in Las Vegas. Kondala also served on the ITE Nevada Chapter starting out as Secretary/ Treasurer in 2013 and is currently the past president. He served on the LAC for the 2015 ITE Western District Meeting held in Las Vegas. This past August during the ITE International Meeting at Anaheim, Kondala joined an amazing group of Professionals as a graduate from the 2016 class of LeadershipITE.
Treasurer - Jeff Jones, PE, PTOE
Jeff is a Senior Engineer/Project Manager with Six Mile Engineering in Meridian, Idaho.  A licensed engineer in Montana and Idaho, Jeff has 20 years of experience solving traffic and transportation engineering challenges.  He graduated with a Bachelor’s Degree in Civil Engineering from Montana State University – Bozeman in 1999 and received his PTOE certification in 2008.  While attending MSU, Jeff worked at the MSU/MDT Design Unit.  Following graduation, he moved to Helena, where he spent five years working for what is now CDM Smith, before moving back home to the Boise Valley and joining the Six Mile team.  Jeff’s experience centers on design of intersections, roundabouts, signal systems, ADA facilities, and bicycle facilities. 

​Jeff’s involvement with ITE includes serving as the 2015-2016 ITE Idaho Chapter President and as the Co-Chair for the 2023 Western District meeting in Idaho.  During his time on the Idaho Chapter Board, Jeff worked to increase involvement from younger members and develop a stronger community feel in ITE.  When he’s not in the office, Jeff can be found traveling to new and remote places with his wife and son.  He is also an avid mountain biker and spends most weekends during the summer hitting the trails.

Secretary - Lisa Fischer, PE
Lisa is a transportation engineer with HDR in Bozeman, MT and has over 14 years of experience spanning multiple clients and both rural and urban projects. After graduating from the University of Idaho with a Bachelor’s Degree in Civil Engineering, Lisa ventured south and spent the next seven years working as a consulting engineer in both Phoenix, AZ and Orange, CA. With the desire to get back to four seasons, Lisa and her husband moved north and landed in Missoula where she began her tenure at HDR.  Lisa is currently serving as the ITE Montana Chapter President. She has been active in ITE since college where she also held an officer role during her junior and senior years.  When not solving transportation challenges, she enjoys spending time with her husband and daughter and taking in the great lifestyle that Montana has to offer.  
Past President - Erin Claunch, PE, PTOE
Erin is a Staff Engineer specializing in traffic and transportation with the City of Billings, Montana. He graduated with a Bachelor's Degree in Civil Engineering from the Montana State University - Bozeman. Upon graduation, Erin headed for the bright lights of Sin City (Las Vegas) where he worked in the private sector for over four years. Greener pastures and bigger skies beckoned Erin back home to Montana where he has spent the past 10+ years working for the City of Billings. Erin has been active in ITE since his time in college and has learned the fine traditions of the Intermountain Section over his career. He has previously served as President of the Montana Chapter and received the Young Engineer Award from the Billings Engineers Club in 2014. In his time away from engineering, Erin enjoys time with his wife and two daughters, and spends his Fall weekends officiating high school and college football games.

Officer elections are held at the Intermountain Section Meeting each May in Jackson, Wyoming. The Section Board is comprised of one elected Board Member from each of the four states within the Section (Idaho, Montana, Utah and Nevada). Each Board Member serves a five-year term, one year in each office.
